Google Smart Campaign Creation Ends: India Agency Checklist
Audit existing Google Smart Campaigns before new creation ends on September 23, 2026, with evidence, continuity and replacement checks for Indian agencies.
The Advertisng Research Team studies observable public Meta and Google ad evidence, documents limitations, and turns repeatable findings into agency research workflows.
Direct answer
Google says new Smart Campaigns cannot be created after September 23, 2026, while existing Smart Campaigns can continue serving and be updated. Indian agencies should inventory each campaign, preserve settings and outcomes, verify Business Profile links and conversion evidence, avoid unsupported rebuild assumptions, and test any replacement separately. Public ads cannot reveal a competitor's Smart Campaign configuration or performance.
What exactly changes on September 23, 2026?
Google's current Ads API deprecation record says that new Smart Campaigns cannot be created from September 23, 2026. It separately says that existing Smart Campaigns will continue to serve ads and can be updated.
Those two statements define the safe operating boundary. The deadline closes new creation; it does not, by itself, announce that every existing campaign will stop, freeze or automatically migrate to one named campaign type.
Agencies should therefore avoid three unsupported claims:
- that all existing Smart Campaigns end on September 23;
- that Google will automatically convert every Smart Campaign to Performance Max, AI Max or Search; and
- that one replacement campaign type is correct for every local, lead-generation, website-sales or video objective.
Google may update product guidance after the cutoff. Record the source and review date with every client recommendation, and verify the account interface before promising a creation or migration action.
Why does this matter to boutique Indian performance agencies?
Smart Campaigns were designed for small businesses that wanted a simplified setup and limited ongoing management. Google's current documentation describes goals including customer calls, visits to a location, website actions and video engagement, with placements that can include Search, Maps, YouTube and partner properties depending on the campaign.
That simplicity can hide operational dependencies. An agency may inherit a campaign without a complete record of its keyword themes, language, locations, budget history, Business Profile link, auto-applied ad suggestions, call handling, landing page or conversion definition. After new creation closes, deleting or casually rebuilding an existing campaign may remove an option that cannot be recreated in the same form.
The immediate task is continuity and evidence preservation, not a platform-wide migration announcement.
What should an agency inventory before the cutoff?
Create one row per existing Smart Campaign and capture:
- client and Google Ads account;
- campaign ID, name, status and creation date;
- primary business goal;
- budget and material budget changes;
- locations, language and schedule;
- keyword themes and negative keyword themes where available;
- ad headlines, descriptions, images and destination URLs;
- auto-applied or manually approved ad suggestions;
- linked Business Profile and location identity;
- phone number, call-reporting setup and call-handling owner;
- conversion actions, attribution settings and lead-quality evidence;
- campaign-level performance export for an agreed comparison period; and
- named owner for keep, pause, update or replacement decisions.
Google's API documentation describes a Smart Campaign as having one associated ad group. It also notes that ad-group metrics mirror campaign-level metrics because there is only one ad group. Preserve the campaign-level export rather than treating repeated ad-group totals as additional evidence.
Original artifact: Smart Campaign continuity register
Use this register before changing any existing campaign. It separates what Google still supports from what the agency needs to prove for the client.
| Evidence layer | Capture | Agency question | Safe decision | Stop condition |
|---|---|---|---|---|
| Platform status | Campaign ID, status, account mode, last edit and current edit controls | Does the campaign still serve and remain editable in this account? | Keep managing the existing entity while it supports the client objective | Do not delete or rebuild based only on the creation cutoff |
| Business objective | Calls, location visits, website actions or video goal | Is the original goal still commercially useful? | Keep, update or plan a replacement around the actual objective | Stop if the team cannot name the business outcome |
| Targeting inputs | Keyword themes, language, locations, schedule and exclusions | What intent and geography is the campaign meant to cover? | Preserve a reproducible targeting record | Stop if an export or screenshot cannot be tied to the campaign ID |
| Creative and destination | Headlines, descriptions, images, suggestions and landing pages | What message and route are customers seeing? | Audit accuracy, policy and destination continuity | Stop if the landing page or phone route is broken |
| Local identity | Business Profile, address, store identity and Maps destination | Is the correct business location linked? | Preserve the verified relationship and access owner | Stop if ownership, access or store identity is uncertain |
| Measurement | Conversion actions, call reporting, attribution and lead-quality feedback | Is optimization tied to a valuable event? | Compare platform metrics with first-party qualified outcomes | Stop if a form fill or call is counted without quality evidence |
| Replacement hypothesis | Candidate campaign type, reason, controls, budget and test window | What capability is missing from the existing setup? | Test a specific replacement against a documented baseline | Stop if the recommendation is only “Google is changing things” |
| Public market evidence | Visible competitor copy, format, destination and observation date | What can the agency learn without claiming private settings? | Use observations to improve questions and creative hypotheses | Stop before inferring bids, budgets, targeting or results |
The register protects agencies from turning a creation deprecation into an unnecessary deletion, an undocumented rebuild or a migration whose success cannot be measured.
How should agencies review Business Profile links?
Google's current Smart Campaign Help documentation says one Business Profile can be associated with each Smart Campaign. It also says the relationship is established during campaign creation and that a profile cannot be linked after that Smart Campaign has already been created.
That makes access continuity important. Verify:
- the linked profile belongs to the correct client and location;
- the Google Ads and Business Profile access owners are current;
- address, phone, category, opening hours and landing destination remain accurate;
- location reporting can be reconciled with the client's store or call data; and
- the team has recorded what would be lost if the campaign were removed.
Do not use an old Help page's creation steps as proof that new creation will remain available after September 23. Use it to understand the dependencies of existing campaigns, then verify the live account.
What should an agency do with auto-applied ad suggestions?
Google's Smart Campaign guidance says suggestions can be applied, edited or dismissed, and some suggestions can auto-apply after seven days when that preference is enabled. A campaign continuity audit should record the preference and distinguish agency-written ads from suggested or auto-applied variants.
For every active variant, check:
- whether the claim is accurate and currently supported on the landing page;
- whether a regulated or limited category requires additional review;
- whether the phone, price, location or offer is still valid;
- who approved the message; and
- whether the change coincided with any material shift in lead quality.
An auto-applied label is evidence of how the ad entered the account. It is not proof that the wording caused a performance improvement.
Does an existing Smart Campaign need an immediate replacement?
Not solely because new creation ends. Google's cited deprecation record explicitly allows existing Smart Campaigns to continue serving and be updated.
A replacement becomes a testable business decision when the existing campaign cannot support a required control, format, measurement standard, inventory or objective. Match the candidate to that gap:
- use a standard Search campaign when the client needs deliberate keyword, query, ad-group and bidding control for search intent;
- evaluate Performance Max when the objective, creative supply, conversion quality and cross-channel measurement justify an automated multi-inventory campaign;
- evaluate a dedicated Video campaign when video reach or views require controls no longer available through Smart Campaign creation; and
- retain an existing Smart Campaign when it still serves a useful objective and the agency can measure it responsibly.
Do not copy a simplified Smart Campaign budget into a broader campaign and call the result like-for-like. Inventory, controls, auction exposure and measurement can differ. Preserve a baseline, define guardrails and use an agreed evaluation window.
How is this different from Smart Shopping, AI Max and Demand Gen?
Smart Campaigns are the simplified small-business campaign type addressed by the September 23 creation cutoff.
Smart Shopping campaigns were a separate retail campaign type that Google previously upgraded to Performance Max. That historical transition does not prove the same migration path for every current Smart Campaign.
AI Max is a feature suite and transition path for eligible Search campaigns, including separate changes affecting Dynamic Search Ads, automatically created assets and campaign-level broad match settings. See the AI Max agency checklist for that workflow.
Demand Gen is a separate campaign family and the destination for Google's current Display migration. See the Display Ads to Demand Gen checklist.
Using the precise product name matters for SEO, client communication and implementation. A label collision is not a migration plan.
How can public competitor-ad research help?
Public research can help an agency compare visible messages and destinations while it designs a replacement hypothesis.
Use the Google Ads Transparency Center workflow to record the advertiser identity, creative, copy, format, destination and observation date. Use the multi-platform ad-intelligence framework when the client competes across Google and Meta.
Useful questions include:
- Which offers or proof points are competitors making visible?
- Which landing pages support local, call-led or lead-generation intent?
- Are competitors separating service categories or sending multiple messages to one broad destination?
- Which observed claims can the client substantiate more clearly?
- What original test should the agency build rather than imitate?
Advertisng's public ad-intelligence workspace can preserve those references and research notes. It should complement the client's private campaign evidence, not replace it.
What can public ad data not prove?
Public Google or Meta ad data cannot prove that a competitor uses a Smart Campaign, its account mode, campaign type, keyword themes, negative themes, Business Profile link, location settings, language, schedule, budget, bids, conversion actions, auto-apply settings, attribution, calls, leads, sales, profit or incrementality. It also cannot prove that the September 23 creation cutoff changed a competitor's campaign or caused any observed creative to start or stop.
Follow the Advertisng research methodology: label the observation, separate the inference and retain the private account or first-party evidence required for performance claims.
Frequently asked questions
Can agencies create a new Smart Campaign after September 23, 2026?
Google's current deprecation record says new Smart Campaigns cannot be created from September 23, 2026. Verify the live account before committing a client plan because product interfaces and documentation can change.
Will existing Smart Campaigns stop serving?
Google says existing Smart Campaigns will continue to serve ads and can be updated. That is different from allowing new campaign creation.
Will Google automatically migrate every Smart Campaign to Performance Max?
The cited deprecation record does not announce that. Do not confuse Smart Campaigns with the earlier Smart Shopping or Local campaign upgrades.
Should an agency delete an existing Smart Campaign before the cutoff?
Not without a documented business reason, continuity plan and recoverable evidence. New creation is ending, so deletion can remove an entity the agency may not be able to recreate in the same form.
Can a different Business Profile be linked later?
Google's current Help page says a Business Profile is associated during Smart Campaign creation and cannot be linked after the campaign has already been created. Verify current account behavior and access before changing anything.
Did Smart Campaign video creation already change?
Yes. Google's Help page says new video ads in Smart Campaigns were removed beginning in April 2026 and that existing video-focused Smart Campaigns would be upgraded to Video view campaigns. Treat that as a separate product change, not proof of the migration path for every Smart Campaign.
A restrained next step
Before September 23, select every active Smart Campaign across agency-managed accounts and complete the continuity register. Preserve the campaign ID, goal, targeting inputs, creative, Business Profile link, measurement and first-party outcome baseline. Keep any campaign that remains useful and supportable. If a control gap justifies replacement, write one explicit hypothesis and test it without deleting the working evidence first.
