Direct answer

Indian agencies running Google financial-services campaigns should treat verification as a market-by-market operating control, not a one-time badge. India has required financial-services verification since January 24, 2023; Google announced United States and Canada rollout for early 2027. Map each account, target country, advertiser type, regulator, domain and authorized representative before launch, then preserve approvals and renewal evidence.

What changed in October 2026?

Google announced that Financial Services Verification will expand to the United States and Canada in early 2027. Google says it will publish country-specific accepted registries, required credentials and onboarding instructions before enforcement. Advertisers will be notified if and when they need to complete the process.

That announcement is a preparation signal, not a live application instruction. Agencies should not invent a deadline, promise approval or submit against a different country's process. Instead, identify affected accounts, clean ownership records and wait for the official market-specific instructions.

India is not waiting for this rollout. Google's current policy table lists January 24, 2023 as the start of Financial Services Verification enforcement for India. Agencies serving India must follow the existing India-specific process now.

Who can fall within the verification requirement?

Google's current policy describes five advertiser types that may need verification:

  1. authorized financial-services advertisers;
  2. approved third parties, including some brokers, resellers, affiliates and lead-generation agencies;
  3. non-financial advertisers with a compelling reason to target users seeking financial services;
  4. government entities; and
  5. financial-services advertisers that are exempt from licensing requirements.

Do not classify an account from its brand description alone. A travel business offering insurance, an automotive advertiser promoting finance, an education company discussing financial aid or an ecommerce platform targeting finance-related audiences may still enter the policy workflow. Record the exact promoted product, target market, domains, regulatory status and relationship to the authorized provider.

What is the current India process?

Google's India-specific policy says most regulated advertisers first obtain third-party verification from G2RS, then complete Google's advertiser verification if required, and finally submit the G2RS code through Google's financial-services verification process. Business details must match the relevant regulatory records.

India's listed relevant bodies include RBI, SEBI, IRDAI, PFRDA, NPCI, the Ministry of Corporate Affairs and other registries or authorities named in Google's current table. Inclusion in that table does not prove that a particular advertiser is licensed, exempt or eligible. The advertiser and its legal or compliance advisers remain responsible for the correct classification.

For an approved third party, Google's India page describes a different route. The India-authorized advertiser initiates the third-party verification relationship and identifies approved domains. The agency should preserve the advertiser's approval, the Google Ads customer ID, the domains, the authorized representative and the date the relationship changes. This is operational guidance based on Google's policy documentation, not legal advice.

Use one row per Google Ads customer ID and target country. Never reuse an India approval as assumed evidence for another market.

How should an India agency prepare for United States and Canada campaigns?

Start with records the agency controls today:

  1. list every client account that promotes or targets financial-services intent in the United States or Canada;
  2. record the legal advertiser, payments-profile owner, customer ID, manager account and all domains;
  3. separate authorized providers from affiliates, lead generators and non-financial advertisers;
  4. identify the current regulator, registry, license or exemption claimed by the client without assuming Google will accept it;
  5. preserve client approval for every third-party domain and promotion;
  6. assign one authorized representative and one backup owner;
  7. subscribe to in-account notices and recheck Google's country-specific page before any submission; and
  8. do not reuse another country's certificate, vendor route or enforcement date unless Google's final instructions explicitly allow it.

The work is useful even if a campaign never enters verification. It reduces account-ownership ambiguity, expired approvals, forgotten domains and last-minute policy diagnosis.

How should verification affect campaign governance?

Verification is not a substitute for creative and landing-page review. The promoted product, advertiser name, disclosures, domain and target market should remain consistent across the account. A verified entity can still violate Google's financial products and services policy or other advertising policies.

If delivery falls, inspect the exact policy label, account notification and certification status. Do not diagnose Financial Services Verification from impressions alone. The Limited Ad Serving recovery checklist covers a different serving-control workflow and should not be treated as the same issue.

Renewal also needs an owner. Google's policy says advertisers may need periodic renewal or re-verification after significant account changes such as payments-profile updates. Add certification status to the agency's launch and change-control checklist instead of storing it in one operator's inbox.

Can public competitor ads help with verification work?

Public Google ad evidence can help an agency identify visible advertiser names, domains, messages, offers, disclosures and landing-page patterns. Use the Google Ads Transparency Center research guide to preserve those observations consistently. Use the research methodology to keep the source, observation and inference separate.

Public examples can reveal questions for a client's compliance review. They cannot establish that the competitor holds a valid license, selected the correct advertiser type, completed a location-specific verification, received an exemption or remains approved today. Treat public ads as research evidence, not compliance precedent.

What can public ad data not prove?

Public Meta or Google ad data cannot prove a competitor's verification certificate, regulator submission, account ownership, payments profile, approved-third-party relationship, policy history, targeting, budget, bids, spend, conversions, revenue, margin, approval reasoning or legal compliance. An ad appearing in a public library is not proof that the same claim, domain, product or account configuration is allowed for another advertiser.

Public activity also cannot prove that an advertiser will remain eligible after renewal or a market expansion. Only the client's authorized account, official notices, regulatory records and current Google policy process can support that decision.

Frequently asked questions

Is Financial Services Verification new in India?

No. Google's current enforcement table lists January 24, 2023 for India. The October 2026 announcement concerns expansion to the United States and Canada in early 2027.

Does an India verification cover the United States or Canada?

Do not assume so. Google says verification is location specific and requires separate verification for each targeted location where the program applies. Final United States and Canada registries, credentials and onboarding instructions had not been published in the October 20 announcement.

Can an agency submit verification for a client?

Google says an authorized representative can be an admin of the Google Ads account or payments profile, including an advertising agency or other managing entity. The correct route still depends on advertiser type and target market. Preserve the client's authority and approval before acting.

Do approved third parties in India need G2RS verification?

Google's India-specific page says approved third parties, including certain resellers, affiliates and lead-generation agencies approved by an India-authorized advertiser, do not first need third-party verification from G2RS and may apply directly to Google. The authorized advertiser must initiate the relationship and identify approved domains. Verify the current form and instructions on the submission date.

Does verification guarantee ads will serve?

No. Verification addresses one eligibility layer. Campaigns and assets must still comply with Google's other policies, and delivery depends on account, campaign, auction and measurement conditions.

Can an agency copy a competitor's financial-ad disclosure?

No. A public disclosure is evidence of what appeared, not proof that the wording is sufficient for another product, entity or market. Build disclosures from the client's own regulated activity and current legal and platform requirements.

A restrained next step

Build the cross-border register for every financial-services account in the agency's manager account. Start with India campaigns that should already have current certification evidence, then flag United States and Canada accounts for official 2027 instructions. Use Advertisng's public ad-intelligence workspace only to organize observable market messages and domains; keep licensing, certification and private account evidence in authorized client systems.
